Several hunts travel to the processor as one physical delivery. The dock needs a single sheet that says what should be in it.
The manifest lists each hunt with the code of the declaration that covers it, then every item, so the dock can tick the delivery off against the boxes.
Like every document the app makes, it carries a QR code and a verify code. Scanning the code, or typing it in, opens the record it was made from, so anyone handling the paper can check it is genuine.
